What happened here then?

At the last Auto-X meet I decided to take photos of things other than cars going round in circles and this is one of the shots. There's a bit of a problem with it though which is why I've uploaded a close up. If you look at the writing on the hose it looks blurred, not OOF but blurred, looks like camera shake. But when you look at the hose clip there's no camera shake so what's caused it? Is it a problem with the lens (one E) or perhaps a side effect of the shallow DOF?

If the engine was running I'd say the silicone hose was vibrating?

If it is not running then no idea :)
