Googles Picasa2 is a lot better than I expected and it is free.

Irfanview is a viewer and basic editor program and is also free.

Once you outgrow those you might need to spend some money :)

surprisingly, the google free software apps are very good, ive been using SketchUp for designing at work, and its very very impressive!
