it means it didnt install ? try again and if it does the same try downloading the file once more as it could be corrupt.

Try shutting down some of the programs you have running there before you reinstall. If that noworky maybe your windows installer is corrupt.

Ross up there is right! Make sure you've got all the parts of the .NET installation, I think there's the main installer and a service pack too.
