Can I do it?

I am going to scan or free-hand-draw a logo into PS, then add a little text either side of it. The logo will be an outline of some letters - sort of like "bubble" writing, IYSWIM - and the there will be www. before and .com after it.

Are there any good tutorials out there that you can recommend, and is this something that can be achieved using PS CS2?

Cheers

Vectors are doable in PS, but I'd suggest trying Inkscape (http://inkscape.org/) instead.
Inkscape is a very easy to handle free vector editor, you can do most of your vector stuff in it.

You can create vectors in Photochop using the pen tool. Google Vectors & Photoshop and you'll get hundreds of tutorials.

If you have Adobe Illustrator it has a live trace function which transforms images to vectors really easily.

Slapo, nice one! I'll take a closer look later :)

Yes, I gather Illustrator is what I need. I'm working on getting a copy

I'd suggest trying Inkscape before jumping on the Illustrator boat.
