Looks like something very similar to a ladybird hotel I once saw a design for....would fit the bill for an organic fruit garden.

I'm with Susane and Canon Bob, it's a place for insects to hibernate. They crawl up or in between the stems and stay dry during the winter. It's a very attractive one too :)
