a reflector and a large window would be cheapest.

:agree:

May add a fine net curtain as a diffuser

If you want harsh light = bright sunny days; well diffused light = rainy days

Cheap as chips (actually, even cheaper!)

If you're taking just head and shoulders of one or two people, previous replies are more or less appropriate. But..
Taking more people and or full length shots will require more than just window light, you will need to fill in the shadows to avoid excessive contrast. This is most cheaply achieved by using flash on camera, preferably bounced.

D-I-Y reflectors are cheaper still, ivor.

Cheaper than what?

He said 'bounced' = a wall that's already there - can you beat that for cheap?

Easy: window light and reflectors.
And if exposed adequately the quality of the light beats the pants off of most flash light applications.
