photo-shop elements 3

i have just found this on my VAIO and registered with adobe which way forward would be the best to go, buy a copy of the hidden power toll for light editing or go for a newer version. cost is involved but advice on any way to proceed to better editing would be helpful, also with all these printers on the market at the moment which would be better print own or download and off to a photographic printer,

I think the GIMP could actually be seen as an upgrade from elements 3 ;)
