How about a wiki, one where those that know there stuff (and them that think they know :p) could add to it so we have a nice place to find a lot of information and help with questions.
It could have everything from explaining apature, details of particular bodies and lenses right through to details on famous photographers and the great thing is - it will write itself :D well everyone will add what they know as and when they can.
Examples i use often.

you is on to something here......hmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmm mmmmmmm
I suggested this on POTN for a way of sharing information about places to photograph.
My POTN post:
could we not make a POTN member location Wiki? I run a wiki, and find they are excellent for this kind of thing - just create a page when you want to talk about it. As long as you keep a set of rules as to how you name pages, it works well.
What you can do is have a page in the main: category, and then in that page (Say continents, so Europe) you have a page called main:europe, and then countries, so main:europe:UK. Each country would have a list of citys, so main:europe:UK:London.
Each page would have a list of links to all its pages below it, until you got down the the city pages. There, you'd have a page called, perhaps, "Zoo", and that would have a description of the zoo.
anyway, I run a wiki with a few thousand hits a day and just under 400 members (you need to be a member to edit because of some vandalism).

If you do decide to run a wiki (photographywiki.co.uk?) then I'll be willing to help administer it :D

there are a couple of add-ins for VB that would allow us to do a wiki thats built in, more of a glossary really, but useable nonetheless!
under discussion!
for the wiki idea, here is something similar
