the street lighting is reflected from the cloud base, giving enough light to provide edge definition. You are restricted to a yellow sodium colour backdrop though

Not down here. Our lights are being replaced with LED which is thankfully causing the horrid orange glow to disappear. I suspect that much of the country will eventually be converted to LED lighting.
