I'm afraid I'm going to be a bit harsh and say this just looks like a snap with very little thought gone into it.
There is too much foreground, the grey railing in the background is distracting, as is part of the man on the left. I think I'd have either gone in much closer and filled the frame with the train, or gone for a much wider view that shows the whole of the man so the viewer has more context about what he's doing.
You could also try panning the shot to give more movement, and that would also help blur the background more. It takes practice but is worth mastering.
