Critique Cormorant/Heron? in Amazon

The head looks Heron like, BUT As far as I know Herons don't "spread" their wings to dry and don't have webbed feet, so I do not think that it is a Heron

looks like an Anhinga to me.
 
Yes an Anhinga. Member of the Cormorant/Shag family but much poorer flyers. You get a lot of them in the Southern States of the USA. They like the tropical heat.
