Both of them seem a little soft. What ISO were you using as there seems to be quite a lot of noise, particularly in the sky in the second shot. I definitely think no. 1 is the better shot and the composition works well. I especially like the lights in this shot.
The second shot is a bit flat to be honest and the blue light is ugly and distracting. This would definitely work better in B&W.
I think the main problem here is that these shots have just been done too much and that, while perfectly OK, there's a strong sense of de ja vu when I look at them.
