Manfrotto 244 Variable Friction Arm-washers

Ive purchased a Manfrotto 244 Variable Friction Arm and most of the washers were lying inside the box so I'm unsure exact order of washers. Is it normal for the washers to be sitting in the box? The bearing washer and larger washer were found in the delivery box! thankfully my wife hadn't thrown the box away before I found them later on. There are a few minor marks on the arm that's making me wonder if I've been sent a returned item as it doesn't feel like Manfrotto's usual quality and I would be surprised if they sent washers loose in the box.

Either return it to the vendor or give Manfrotto spares a call and they should have an exploded parts diagram which will show how the parts fit together, www.manfrottospares.com
