This needed a little 'fill in' flash. Looks like early morning or late eve .... shadows long.
Flash may have lifted the shadows a little and we could see more of the drivers face.

I think its a little over exposed, but Im no expert. Also I think that may f11-14 may have suited this subject better than f3.5, but that may just be my preference.
Heres my attempt at processing it. I altered the highlights and shadows then applied the Lucis art filter. Unfortunately the original was a bit pixelated to begin with which made it difficult to do much more.
