To me it looks underexposed and out of focus. Also leaning heavily to the right.
 
I agree with the comment above, but I’d only make it a tad brighter otherwise you’ll lose that nice contrastive streak of light on the pavement, in fact, I’d just lighten the road with the adjustment brush in Lightroom.

I’d also sort the distortion, even though Big Ben is leaning slightly in real life it isn’t that drastic.
 
If there was interest in the sjy, I think portrait would have worked well... but it's just black.

Shots like this are usually best around 1 hour after sunset, so there's some residual ambient light to build up over the exposure, and this makes the sky a deep blue. If there were clouds, that can look really good.

I agree with others.. this is underexposed, and the whole image is tilted clockwise.
