It's a rotary magnet shutter (whatever that means) and is the same design as the shutter in 1 Series cameras - just scaled down to fit the 7D.
I would have thought it would be unlikely to be plastic - modern focal plane shutters tend to use quite exotic materials like titanium ad magnesium for lightness and durabilty given the stress on a FP shutter with continued use.
