This is my first go at long exposure using a 10 stop filter.

To begin with let's get the composition and geometry right, then we can start adding special effects like long exposure.

It's obviously heavily leaning right, with further converging verticals. Reflections is sadly cut off. And there is quite obvious chromatic aberration. Get that right and then you can try this although I'm not convinced it's better than simple shot. I'd priorities clear reflection over streaking clouds.
White balance is slightly too cool and the sky is a little overexposed.

Many thanks for the constructive criticism. I did see some of the issues (which makes me wonder why I posted it in the first place.) I will take on board your comments and hopefully my next image may be of a higher quality.
