A bit of zoom blur added in PS, to give a better sense of movement.

Used lasso tool around the car, inverted selection.

Filter/Blur/Radial blur
Chose zoom, move slider for the effect.

Try combining that effect with the motion blur tool - the car looks like it's stationary with just the zoom blur on it.
