I took photos some a similar DF, and labelled it a female Common Darter.
But certainly No expert.

It's a femal Common Darter. Oh, and by the way dragonfly is one word.
it could also be an immature male
shot at Arne ? as looks like the rope they tend to perch on

It can't be an immature male because you can clearly see the ovipositor at the end of the abdomen.
