Why would the same image at full size, look larger in IrfanView than it does in Photoshop?

What are you calling 'full size'? Digital images do not really have any such thing. The size of the image on screen will depend on how many pixels per inch the software is displaying at.

Yes the nearest to true full size of an un-cropped image would be the original sensor size.
The next best thing would be 1 screen pixel per image pixel.
Then the next would be that image fills the whole screen.
