Think its quite an easy one so no prizes for the right answer.
Actual location was Schiedam, a town on the outskirts of Rotterdam.
The windmill in the distance is one of a group of five that are the largest in the world.
They were used in the production of Jenever (a form of gin) and stand up to 33 metres tall

I like that, it has so many interesting things in the shot: the barge does it for me, but the people on the right - I want to zoom in on the woman who appears to be wearing an evening gown, and of course the windmill, and the style of the other buildings. Holland has so much curiosity value.
 
Thank you Lindsay, Holland is certainly good for interesting sights, just spent last week there based in Rotterdam.
The people on the right were an Indian wedding group who were having photos taken there and on an old lifting bridge.
Just to emphasise your point about curiosity value, this was taken along the same stretch of canal.
