Manchester from the Hilton


Cool tonal range in gentle contrast… hum, tasteful!
 
That's a great view of the city showing the mix of the old and new, a nice dramatic sky and a decent contrasty black and white conversion. Slightly less of the foreground might have improved the composition a bit but you options sounded limited!

Better is often the enemy of good! … I heard that somewhere.

In my book, the foreground is part of the picture as it contains architectural
details that are relevant and contribute to the dynamic of the composition.
 
That's a nice shot and a good idea for a vantage point. I emailed one of the hotels in Manchester near where the ferris wheel was located, asking if I could get access to their roof space to take some photos of it, unfortunately they were unwilling to allow it. That said, I'm not sure I'd want the photo sufficiently to rent a room just to get the view.
