Surrendering a licence does not necessarily mean giving up driving. Perhaps he will take to dodging about the Royal estates in a Humvee.

I guess plenty of elderly drivers would give it up well before 97 if they had someone to chauffeur them around.

Or he could use a horse drawn vehicle anywhere, I have a feeling he knows how to do that ;)
 
I see that Ms Fairweather is moaning about Phil the Greek not being charged for anything. Personally, I agree that there's no point. At worst, he'd get a fine (presumably a fixed penalty of a couple of hundred quid) and some points, neither of which will make much difference to him and would cost the system far more than it would earn for it. If she's after a bigger pay out (surely not...), go through the insurers.
