I don't think they're all like that, looks a touch bedraggled. Perhaps not getting enough food during development or the beak has been damaged at some point.

It looks a bit wet he was foraging in a very shallow pool hence the breast anbd belly feather being wet :)

I agree about the Bill- heres another one I shot recently- he has no such deformity
