The 1st one is out of focus, could you post the camera/ lens and settings and we'll see what's happened? Were you a fair distance away and this is a crop?
Yes with shutter speed you need to be as fast as your focal length or faster. You also need to take in consideration your crop factor if you are using a crop censor camera. For example my Canon 7D mark ii have a crop factor of x1.6 so I would need to be at the very least faster than 1.6x my focal length.
