I was in London recently, and after a bit of a night on the town, decided to head to the London Eye. They were doing their middle of the night safety checks, so the wheel was moving. I didn't have a tripod, so used an appropriate wonky wall, along with my EOS 1D-X and a mk1 16-35mm 2.8. The exposure was 30 seconds, so as well as seeing movement in the wheel, there's also some cloud movement in the sky. Quite pleased with a 3am shot 
There is a touch of flare - but I'm in the middle of nowhere with an old laptop which doesn't allow PS to run - so for now here it is.
