Personal item that can be used when indulging in photography. NOT photography specific by any means - I use mine when shopping, eating out and even while golfing!

Hmmmm! a magnifying glass in a desk frame.........has a fixed distance above the subject?
 
Sort of a cross between the 2 last guesses!

Not a light. Needs no batteries or any other power source.
 
I think I've got it - a monocle. The 'legs' we see keep the device the desired distance from the eye....possibly.

Craig, that looks a bit like a ratchet type crimping tool for automotiver (and other) electrics.
 
Neither of those are correct I'm afraid. There's me thinking it might be too easy.

Perhaps a clue might help - I would expect most households would have one of these, although we don't seem to use them as often as we used to.
