Not very often I come in this section since the majority of my work is either rural/scenic or wildlife but this is definitely urban - over the road from the river in Lagos in the Algarve. They spray a very fine mist behind the water jets which is rather lovely in the sun. I had to wait for a couple of kids to stop playing in the jets I wanted but only my camera gear stopped my joining them............. 
I think a long exposure would have worked but since my tripod and ND filter were back at home in the UK it wasn't an option.
