What does it mean: Edition of 15 + 2AP

AP stands for Artists Proof which is a number of prints typically given to the artist (2), whilst the rest (15) are sold. Often, the artist sells them too.

Historically, they were the proofs sent to the artist to make sure the colours/quality were all good, and APs would continue to be sent until the artist was happy, at which point the proper run would take place. The artist would usually keep the APs to do what they wanted with, and if some were of high quality, they would be sellable.

These days though (and especially in photography) it can come across as a gimmick to add more to the edition run, and they are even often sold at a premium...

So AP could actually mean anything depending on the art medium (photography or painting or sculpture) and the person who designated it an AP.
