If someone is in a public place, then they are fair game.
Being in a car is irrelevant. They are in the public view.

So if they are in their house (on a public street) are you going to snap through their windows?

I think there is a world of a difference in snapping someone in a car than poking a lens through a window into someone's house.

If you feel people in cars are out of bounds that fair enough, however I, and many others don't agree.
