you made me laugh... 
funny thing as i was just while ago throwing out some flyiers from holidays where i saw quite similar picture, except it was sunny, plenty of people sitting outside and lots of these nice small shops with fruits and vegetables tables outside...
and after that i looked out of the window and saw your pic

It's Wallington in Northumberland.
I actually took it back in May at the end of a week of fantastic weather, so I can't really complain.
But as it was wazzing down outside I decided to see if I could do something with what was a very lacklustre colour image. I think it turned out quite well and certainly fitted the mood of the day. And a potentially wasted day turned out quite productive, with a number of Duotone and Tritone profiles that I can now re-use whenever the mood takes me.
