I prefer the second one as it includes his feet ! He looks quite small - I haven't heard of a burrowing owl before

As said, No.2 is better as it has his feet in the shot, they are stunning little creatures and love watching them on display, buggers to get inflight though

No 2 for me as well
You could probably iprove no 1 by cropping it into a head & top of wings portrait.
