I think you are right!

Nice to see some local to me stuff going up, I like the arrangement, the simple way the concrete groyne staggers into the scene helps and the water/ground is processed ok. This is not me being harsh but the highlights of the cloud are too dull and there are some interesting colours going on in them. I don't have a problem with colouring to taste/artistic intent but I think the sky just does not look real.

Thanks guys for your honesty and comments. Like i said I felt that I had ruined the shot by playing with the sky. Least I've got the raw file to revisit.

I'd revisit the sky and just put a lightroom neutral grad on it.
