Top guy is sitting on a frame, that's connected through his sleeve into the pole, through the bottom guys sleeve and onto a large plate, board under the rug the bottom guy is sitting on

Construction is likely to be carbon fiber as there is little flex in the frame.
An assistant will cover them up with the red curtain behind them so they can setup and dismount in secret

Seen some dude fail at this by the London eye, he was revealing the frame, his assistant messed up the cover up but its great fun to see and the kids were loving it lol

These guys where good they sat in sun in gibralter for the whole five hours i was there and never moved

I like this but I really don't think that the processing works it's given it a shiny look and it doesn't look like a scene that had the dynamic range to need HDR photography

Usually both arms holdng the pole are fake too.
Saw something very similar in Covent Garden last Thursday night solo lady sitting suspended next to a pole, and when asked to wingle her fingers she simply smiled and shook her head
