You wouldn't want to be a beetle with that face coming at you!
I first saw a Little Owl in that exact same spot as the picture is taken on a walk down to my local reservoir about 4 years back. Given they're highly sedentary and don't move far from place of birth, and that they stay at the nest site providing both owls survive, then it's probably the same bird. The average lifespan is 3 to 5 years so this bird is more than likely outlasting the average.
