A recent trip up to Scotland around two weeks before the referendum. Obviously there were flyers and posters everywhere; on lamp-posts, shopfronts, telephone boxes, etc. So I can't say if this was randomly or knowingly placed. I suspect how you read it would depend on your political interests.
