Was it not based on an electric bike, most if not all of them in London are electric, they still have to peddle but I expect there is considerable assistance.

It's quite possible there was electric assistance but it strikes me as being an extremely cumbersome thing to ride, assistance or not.

Being a trike, it's pretty stable and with maximum (legal) assistance, they don't take too much rider effort and with ILlegal assistance (plenty of THAT around, especially among food delivery riders), almost none (apart from when plod are watching, just to show that they ARE pedalling...)
