I was watching a couple of videos on this theme late yesterday and do like the style - to some extent I have been creating a similar look already from time to time.
Generally refers to an early period involving deliberate blurring and light effects giving a painterly look so that photography was seen more as an artistic as opposed to documentary medium.
Although it rather fizzled out by the 1920s it never quite died and is relatively easy to create a similar feel with digital editing.
Like many styles it rather crosses over into other techniques such as Orton and even HDR
