Obviously, you always want the best file available, but you've done really well with the recovery and processing here, decent end result

Without knowing the camera or settings I can't say what I might have done differently when taking the picture (maybe nothing).
But with selective edits I was able to save/enhance a lot more of the sky color, even just starting with the low res "original" jpeg provided. If you are working from raw you should be able to do even better. And IMO, blue sky is better than blown sky; at least it's something... I would have posted the result, but you have "No Edits" selected.
