Sunrise & Sewage

I think the clouds at the top right aren't strong enough to counterbalance the negative space at the top left. I also found my eye wandering around the frame looking for a line and to be taken somewhere; the diagonal of the shoreline isn't strong enough for me.

Sorry to be so negative, but I can only say what I see.
 
Well, my eyes don't wander, they are drawn to the sun and to the light it puts on that teeny cloud band.

I am though, a teeny bit distracted be the very slight adjustment needed to straighten the horizon.
 
I agree with Ruth :) Though I might have cropped the sky a tad, but thats just me :)
 
Following the comments above I've tried cropping to get rid of some of the sky and right hand side but cant come up with a version that I like.

Guess I have to put it down as one of those locations that just doesnt quite work, although I suspect it could have been better if the sky was different.
