So, Would this be better on a longer exposure? Personally I like the way the fast shutter has frozen the water.

I tried a longer shutter but it was horribly over exposed. I'll see if I can calm it down a little. Give me ten mins. Lol.

In the absence of any ND filters, you'd need to close the aperture to prevent the shot overexposing.

I did, but I only had a PowerShot A720is, so the slowest aperature was F8, nowhere near enough. Next time I go anywhere near moving water I will have my 400d with me.

Does the 720is have exposure compensation?
If so, did you invoke it or forget to?

One of mine with the aged Panny FZ50, no filters, which is something I'll need to start delving into soon.

Yes it does and I had set it on -2. The maximum under exposure. It was just such a bright day it was difficult. One of my longer exposures was similar to your 2nd pic. I will have to find them tomorrow, they're somewhere in my very disorganised hard drive.
