What is it? (Other than a BUG!)

It's a rosemary beetle. They feed on lavender and rosemary and a few other woody Mediterranean herbs. They have grey larvae that decimate these plants. An import from the southern mediterranean that is doing a lot of damage in the south of england.

They are beautiful and similar to the mint beetles (all green and shiny) but a big garden pest.
