As I understand it, if you use P mode in low light then the camera is going to attempt a flash-only shot, which means your backgrounds will be very dark and your pictures might suffer from "disembodied heads" syndrome. It will limit you to 1/60th - 1/250th, and I *think* that it won't let you...
