RadLab installation problem

Dear Darren, I am alittle bit confuse here..RadLab is an editing program or is just a plugins / presets for PS & LR. I saw in this clips(http://www.gettotallyrad.com/) by Doug Boutwell it looks like a editing program to me. Appreciate much for your answer to my quries. Cohen
