I dont have the camera or the lens yet so what would you recommend? I have about £400 to play with would this be enough?

I have seen some photos I like and the boject is really crisp and clear where as all of the back ground is blurred and distant looking! how do I achieve this look?

My first post here guys so hello to everybody. I have had a cannon 400d before but sold that. I really want to buy another camera and I mostly take photos of wooden pet housing for work. This is always outside what camera and lens would you suggest I have a budget of around £400.
