I've done a couple more tests this morning including stopping the aperture down further and taking a shot down the length of a measuring tape. The point of focus on the lens does seem to be where it should, but it just simply isn't sharp. After doing some further reading...
I tried wide open at f2 to begin with and also tried stopping down slightly to f2.8 as from reading views on the Jupiter 9, that's when the sharpness usually improves somewhat on them

Yes when I change the aperture or lighting conditions the meter needle does move as it should.
I've checked it against some of my other cameras and it appears to be metering at around 64iso in comparison. But changing the dial makes no difference at all.

The more I'm reading about it the more I'm bow convinced it is an issue with the ASA dial as its really not that complicated to operate.
