I'd treat the first roll as an experiment and shoot a series of shots at both settings either side of the "correct" one to see which gives the result you prefer.

Like you say, a slower shutter speed would get some prop blur and a half or full stop of extra exposure would lighten the plane a bit too.
How do the look at final use? 110 was never much good over 6x4 and even that was pushing it! Looking at an enlargement to even laptop screen size won't be helping the graininess.
Depends on the processing company. Some have a transaction fee as well as a %age. Retailers used to be allowed to pass these charges on to the customer but aren't now. Some have simply increased prices across the board to cover the card costs.
