Another vote for the Tamron 10-24 here!! I tried it against the Sigma and preferred the Tamron, optical and build quality seemed pretty identical to me. I didn't consider the Canon EF-S 10-22 on the grounds that it is almost double the cost and this lens would be the least used one in my bag.

If you do buy new, take a look at CameraPriceBuster.co.uk. I just bought a 100-400mm from Martins Camera Shop because it was about £150 cheaper than Jessops at the time.

I agree with most here. The 100-400mm is more versatile and don't forget you are getting IS too for the same-ish price as the 400mm. I was asking myself these questions recently and decided on the 100-400mm. Cheers!
