Sad news, RIP Chris, and my sincere condolences to his family.

I hope that it will be rigorously enforced. I wonder when England will introduce such licensing - I won't hold my breath - I' be surprised if it happens within the next 10 - 20 years but we can hope. I believe the Welsh are considering similar legislation.
