My mum has requested a DLSR, with video if possible with a budget of £4-500.

I don't think second hand is an issue, however, I am concerned about reach so maybe something with a longer kit lens than the usual 18-55mm.

Preferably Nikon as well as I shoot it and they can always share kit if needed.

Video IF possible would be nice.

So, is it doable?

Yep, do-able, that's about what I paid for my d200 + kit lens + 70-210mm
 
^^ I've considered going older, but obviously you lose the video ability :(

I've also been looking at the D3100 + 18-55VR & 55-200mm from Jessops for £500.

There is a 2nd hand D3100 on here for around the £325 mark and it does video as well, but is it any good?
 
Yeah, a Nikon D3100 is within budget. Should be able to get a budget zoom in there aswell for under £500

Great little camera too, I take it out instead of the D700 sometimes!
 
Thirded, the D3100 is a great camera an you should be able to get the 55-200 VR lens too which is the perfect compliment to the kit lens.
 
Intact the d3000 (no video) and I have 18-55 55-200 and a cheap tamron 70-300 (70 Inc 2 filters) - I have to say the tamron is my favourite Lens of them all.
